Hearing. The Texas Health and Human Services Commission (HHSC) will hold a public hearing on July 16, 2025, from 9:00 a.m. to 10:45 a.m. CDT to receive public comments on the proposed Medicaid payment rates. Background. Attendant services are non-technical, medically related, or personal care services provided to people at home or in community living settings. The 2026-27 General Appropriations Act (GAA), Senate Bill 1, 89th Legislature, Regular Session, 2025 (Article II, HHSC, Rider 23) increases the wage for attendants to $13.00 per hour. It also increases the associated payroll costs, taxes, and benefits (PTB) percentage to 15 percent for services provided in facility settings and 14 percent for services provided in non-facility settings. Additionally, Rider 23 provides appropriations to increase the associated administrative rate for personal attendant services by $0.24 per attendant hour. Proposal.
