Meeting Summary. The Texas Family and Protective Services Council was created during the 85th Texas Legislative Session in 2017 as part of House Bill 5, the legislation that established the Texas Department of Family and Protective Services (DFPS) as an agency separate from the Health and Human Services Commission. The law allows Council members to be reimbursed for travel expenses incurred while conducting the business of the Council as provided by the General Appropriations Act (Texas Human Resources Code Sec 40.025). Introduction. The meeting was convened by the Chair. He stated that this was the first quarterly meeting of the Council. The Chair stated that in the late spring, they received an orientation. He stated that DFPS has been working on awareness of children being left in hot cars. He stated that even though CPS gets the majority of the attention, the Department is much more than child protective services. Members: Matt Kouri, Chair Dorothy Jean Calho
