HB1 Conference Summary: Health and Human Services Commission – Medicaid Decisions

The Conference Committee for HB1 released their decisions for Medicaid and the greater Health and Human Services Commission. Only items that were in disagreement between the two houses are included. The issues decided by the Conference Committee are presented below. Medicaid Decisions. The Committee adopted decisions totaling $160.9 million in General Revenue (GR) funding ($407.6 million All Funds). This amount reflects $149.0 million in GR funding above the Senate ($386.6 million All Funds) and $426.4 million GR ($1,059.3 million All Funds) below the House amount. Rate Increases. The Committee adopted reduced recommendations made by the House related to rural hospitals to address inpatient services. ($35 million GR or $90.5 million All Funds). In addition, House Rider 13 was adopted as amended. 13. Hospital Payments. Included in amounts appropriated above to the Health and Human Services Commission (HHSC) in all Strategies in Goal A, Medicaid Client Services, is $67,971,931
