Hearing. The Texas Health and Human Services Commission (HHSC) conducted a public hearing to receive public comments regarding proposed payment rates on July 16, 2025, from 2:00 to 3:45 p.m. CDT. Background and Methodology.  Nursing facilities provide institutional care to Medicaid recipients whose medical condition regularly requires the skills of licensed nurses. The nursing facilities must provide for the total medical, social, and psychological needs of each client, including room and board, social services, over-the-counter drugs, medical supplies and equipment, and personal care items. The 2026-27 General Appropriations Act (GAA), Senate Bill (S.B.) 1, 89th Legislature, Regular Session, 2025 (Article II, HHSC, Rider 25) provides appropriations for reimbursement rate increases for NFs to fund dietary and administrative costs for nursing facilities.
