The Texas Health and Human Services Commission (HHSC) conducted a public hearing to receive comments on the Rural Health Transformation Program. The hearing took place on October 13, 2025, at 9 a.m. CDT. Victoria Grady convened the meeting.
Background. The Rural Health Transformation Program is a $50 billion funding opportunity created by the One Big Beautiful Bill Act (OBBBA), enacted into law on July 4, 2025. The Rural Health Transformation Program is designed to help states support rural communities across America in improving healthcare access, quality, and outcomes by transforming the healthcare delivery ecosystem. All 50 states are eligible to apply for the funding opportunity. HHSC will submit the state’s application and, if awarded, will receive the funds on behalf of the state. The federal government identifies categories for how funds may be used if awarded.
