The Chair laid out H.B. 4. He stated that the bill contains traditional items that the legislature funds. This bill addresses shortfalls as well as one-time expenditures for Harvey. A committee substitute is being developed. He asked the members to advise on items that are important to them for inclusion. Some costs in H.B. 1 for TEA will contain ESF funding and therefore, will be funded through HB4.
