House Select Committee on Opioids & Substance Abuse: Public Testimony

Meeting Summary. The Select Committee met on August 8th to hear public testimony on all previously considered committee charges. Public testimony was limited to three (3) minutes. This was the 6th and final hearing of the Committee. Audio recording issues rendered portions of the testimony unintelligible. Every effort has been made to provide clarity. Rebecca Vance, Representing herself and Drug Prevention Resources and ASAP. Drug prevention is not “Just Say No” but a series of evidence-based practices based in science. It is designed to reduce risk factors and protective factors. We should sustain and expand the many evidence-based programs. The network only addresses 10 percent of the need in Texas. We cannot ignore the needs of the 90 percent. Ninety percent of addiction begins in the teen years. The average age for beginning is 11 years of age in Texas. Representative Roberts asked for a successful evidence based practice. Positive Action is a successful program as is
