Long-Term Care Facilities Council studies and makes recommendations on a more consistent survey and informal dispute resolution process for long-term care facilities, the Medicaid quality-based payment systems for these facilities, and the allocation of Medicaid beds in these facilities. Members:

  1. Welcome, call to order, roll call, and opening remarks. The meeting was convened by Patrick Duncan Murray, Chair.
  2. Consideration of June 24, 2025, draft meeting minutes. The minutes were approved as drafted.
  3. Updates from LTCFC subcommittees:

Licensing—no report.

Regulatory—. Recently met and discussed issues around post-exit interviews by HHSC staff, notifications regarding tags and POCs (Plans of Correction), and delays in provider communications. Allison will follow up with regulatory staff for improved uniformity.

Reimbursement—No report

Intermediate Care Facilities/Intellectual and Developmental Disabilities—Seeking information on closures

  1. LTCFC membership updates and ongoing participation. The Council has two voting positions open, and four members are serving with expired terms. Only one member is serving an unexpired term. This is causing a problem with subcommittee membership. Even with a full roster, the subcommittees could use expanded membership. There are applications sitting somewhere in HHSC.

HHSC stated that the solicitations have gone out. The ACCO will release the applications for review, they will be reviewed by program staff and then recommendations will be sent to the Executive Commissioner for final decision.

There are also two expired terms.

  1. Public comment. No oral public comment was offered. One written public comment was sent but had not been received
  2. Adjourn. Next meeting will be December 2, 2025.

Possible Follow-Up Items:

  • HHSC liaison to follow up on status of pending applications and access for the review team.
  • Council members to notify Laura Gutierrez if they wish to step down or renew so openings can be advertised.
  • Council to consider inviting non-voting subject matter experts (both public and HHSC) to assist sub-committees and notify the liaison accordingly.
  • Laura Gutierrez to send an update email to the council on the application process status and points of contact for escalation if needed.
