House Committee on Appropriations: Monitor the Ongoing Implementation of S.B. 20 (84R), S.B. 533 (85R), and S.B. 255 (85R)

Summary. This is a limited report on the testimony related to the Health and Human Services Commission on the following charge: Monitor the ongoing implementation of S.B. 20 (84R), S.B. 533 (85R), and S.B. 255 (85R). Study the processes by which state agencies award, execute, manage, and monitor state contracts, and make recommendations on whether any changes are necessary to safeguard the best interest of the public and state. Evaluate measures utilized to determine vendor performance, and make recommendations on how to improve vendor selection and performance. When reviewing the Health and Human Services Commission’s (HHSC) managed care contracts, determine if HHSC has adequate data, staff, and processes to provide appropriately rigorous contract oversight, including but not limited to the use of outcome metrics. Consider whether HHSC properly enforces contractual sanctions when managed care organizations (MCOs) are out of compliance, as well as how HHSC uses Medicaid participants' complaints regarding access to care to improve quality.

An Update on the Texas Opioid Epidemic

This last week saw Texas health officials testifying to members of the House Committee on Opioids & Substance Abuse that the Texas opioid death rate is rising by 10 percent every year. The most recent year -2015- of data from the Texas Department of State Health Services reports that 1,174 Texans died from what is termed “accidental poisoning where opioids were involved”. US Centers for Disease Control attributes 1,375 2016 deaths in Texas to opioid-related overdoses. Physicians, pharmaceutical manufacturers and distributors, pharmacies, and Medicare and state Medicaid programs are some of the groups being blamed for the crisis, as are addicts themselves. Forthcoming 2017 data on opioid-related deaths reportedly will show even higher numbers of deaths. This posting provides an overview of the crisis and offers some policy solutions that will effectively reduce our reliance on these drugs, regardless of what parties may bear responsibility for the crisis.
