HHSC: Payment Rate Proposals for Non-State ICF/IID and HCS. HHSC conducted a joint hearing to address rates for Non-State ICF/IID and HCS programs. Proposals: (1) Proposal. HHSC proposes to increase certain payment rates for non-state operated ICF/IIDs in accordance with the 2020-21 General Appropriations Act, H.B. 1, 86th Legislature, Regular Session, 2019, (Article II, HHSC Rider 44). (2) Proposal. HHSC proposes to increase the payment rates for the HCS Supervised Living / Residential Support Services, Day Habilitation, Supported Home Living Transportation, Community First Choice (CFC) Supported Home Living, and CFC Consumer Directed Services Supported Home Living in accordance with the 2020-21 General Appropriations Act, 86th Legislature, Regular Session, 2019 (Article II, HHSC, Rider 44). DSHS: Public Health Funding and Policy Committee. The Public Health Funding and Policy Committee (PHFPC) is charged with identification of core public health services. PHFPC has approached this charge in different ways that have sought to characterize how the Texas Public Health System – a system based on Home Rule, local ordinance and code, state, and regional organization – might develop a standardized set of agreed-upon core services.
